The ingredient in question is trimethylbenzoyl diphenylphosphine oxide (TPO).
Why is TPO Banned in Europe?
The European Union banned TPO in cosmetic products as of September 1, 2025, due to concerns that it could be a “reproductive toxicant.” Regulators classified it as potentially “carcinogenic, mutagenic, or toxic to reproduction (CMR)” based on animal studies that linked the chemical to fertility issues.
The EU often operates on a “precautionary principle,” meaning it may ban substances that show potential for harm, even if the evidence in humans is not definitive.
Why is it Still Allowed in the U.S.?
The U.S. and the EU have very different approaches to cosmetic regulation. The EU has banned or restricted over 1,300 chemicals in cosmetics, while the U.S. Food and Drug Administration (FDA) has only banned or restricted about 11.
In the U.S., the law does not require cosmetic products and ingredients (other than color additives) to have FDA approval before they go on the market. The responsibility falls on the manufacturers to ensure the safety of their products.
What are the Health Concerns?
The primary concern with TPO is its potential to be toxic to reproduction, based on animal studies. When used improperly, it can also cause skin sensitization or allergic reactions in some individuals.

- Choose TPO-free brands: Many brands are already reformulating their products or were already TPO-free. Some brands that offer TPO-free options include OPI’s Intelli-Gel, Aprés Nail, and Aimeili.
- Ask your nail technician: Your nail professional may be aware of which products contain TPO and can offer alternatives.
