Surveillance Footage Shows Bolt Cutter Break-In; One Dog Still Missing
A woman reportedly broke into a San Bernardino animal shelter, releasing at least 20 dogs from their kennels. According to media reports, the suspect used bolt cutters to gain access to the facility and free the animals, leading to a chaotic scene as the dogs escaped into the surrounding streets. While most of the dogs have been recovered, one Chihuahua remains missing.
What Surveillance Footage Revealed
Surveillance footage reportedly captured the break-in at approximately 3:30 a.m. The video shows a woman cutting through the locks on both the shelter’s front gate and individual kennels before walking away as the dogs ran loose. According to media reports, four of the dogs were later found in a dumpster nearby, while others were rounded up by shelter staff and local authorities.
One dog, a cream-colored Chihuahua named Louise, is still missing. The shelter has urged residents in the area to be on the lookout for her and contact authorities if she is found.
The footage has sparked outrage among animal welfare advocates and local residents, many of whom have expressed concern over the safety of the animals involved.
Social media platforms are flooded with posts from community members sharing updates about Louise and offering help in locating her.
The incident has also drawn attention to the importance of securing animal shelters against potential intrusions and ensuring that animals in their care are protected at all times.

Suspect Returns and Is Arrested
Later that same day, the woman reportedly returned to the shelter and made statements suggesting she knew where the dogs were located. According to media reports, this behavior raised suspicions among staff, who contacted law enforcement. The San Bernardino Police Department reportedly detained and arrested her shortly thereafter.
The suspected motive behind her alleged actions has not been disclosed by authorities. However, some speculate that it may have been an ethical protest against the shelter’s policies, as it is not designated as a no-kill facility.
Others believe it may have been an impulsive act rather than a premeditated protest. Regardless of her intentions, her actions have created significant challenges for shelter staff and law enforcement as they work to recover all of the animals safely.
Shelter Plans New Security Measures
In response to this incident, the shelter has announced plans to increase security measures to prevent future break-ins. According to media reports, these measures may include upgraded surveillance systems and reinforced locks on kennel gates.
The shelter also reportedly confirmed that many of the released dogs are now in the process of being adopted by local families. Staff expressed relief that most of the animals were safely recovered but emphasized their concern for Louise’s safety as efforts continue to locate her.
Animal welfare organizations have reportedly also weighed in on this incident, calling for stricter penalties for individuals who endanger animals through reckless actions like this one. They argue that while shelters should always strive to improve their facilities and security measures, individuals who harm or endanger animals must be held accountable under animal cruelty laws.
